Does the Spokane Regional System adhere
to the current plan?
From the 1998 Spokane County
Comprehensive Solid Waste Management Plan (Introduction):
The goals established by the SWAC for the planning process are
as follows: (Actual outcome highlighted in blue)
1. Continue the development of an integrated
solid waste management system that provides environmentally safe
and cost-effective methods of solid waste handling, processing,
and disposal.
The City of Spokane's
Waste to Energy Plant is the largest single producer of
greenhouse gases in Spokane County, and the Spokane
Regional System is one of the most expensive in the United
States.
2. Encourage cooperative and coordinated efforts
among governmental agencies, citizens, and the private sector
for managing solid waste.
The City of Spokane
exercises total control over the System, with virtually no
input from regional cities or citizens, and minimal input
from the County. The System does, however, blindly follows the advise
of Waste Management / Wheelabrator (Private contractor).
3. Establish a solid waste system that
incorporates national, state, and local priorities for managing
solid waste.
